 Technology Centers - An Asset for French Software

Experience has shown that the most innovative software is usually designed in very small businesses near research laboratories. The businesses need support and integration within the local fabric that provides all the required synergy and aid. This is the case for Knowings. Established in 1999, the company has since become one of the biggest French software publishers of groupware and knowledge management software (1.4 million turnover, a staff of 20, 35% yearly growth). The company's growth is linked to the Savoir-Technolac Technology Center near the Annecy and Bourget Lakes in Savoie. Although the company has since expanded with the setup of a sales branch in Lyons, the head office, and all its research and development are still based at the Technology Center. «Software packages is a field where huge investments are required at key times. Another asset of the Technology Centers is they target a small number of topics of excellence. For the Knowings management, «Importantly, the Technology Center designated the topic of IT, electronics and information and communication technologies as the first of its four 'topics of excellence'. The quality of the venue and nearby research laboratories did the rest. The Technology Center was a facilitator. The many conferences and opportunities for meetings that it provides makes the Technology Center an environment nurturing great minds and well-being, thus attracting and keeping quality skills and expertise.» Financial Aid, Skills and Expertise Synergy Whether they are French companies or subsidiaries of foreign companies (such as the Sun or Xerox research centers in Grenoble), companies that set up in these local facilities benefit from affordable real-estate prices, tax deductions, and help from organizations such as the regional economic agencies. Support may be financial as well as logistic and administrative. It is tailored to each growth stage of the company, especially at time of setup ('incubator' and 'business incubator'). Incubators focus on support to detecting and promoting innovative projects while business incubators foster young businesses and spin-offs that can benefit from shared expert networks and facilities (offices, services, legal and technical documents). For companies that are past the first stages, Technology Centers offer other value-added services: business parks, broadband network infrastructure, data center, special equipment, and more. Topics of Excellence for Each Technology Center The types of Technology Centers are different depending on their choice of 'Topics of Excellence'. The table below provides a (non-exhaustive) list of the main Technology Centers focussed on new information and communication technologies. They are: - Already well-established Technology Centers such as Angers, Orleans, Montpellier, Grenoble, Rennes, and Sophia-Antipolis (working with INRIA and Telecom Valley (www.telecom-valley.fr). Big companies are located nearby (IBM, Bull, Atos-Origin, Hewlett-Packard, and others). - Younger Technology Centers located next to a Technological University or a Research Center, such as the Lyons Technology Center, Agoranov in Paris, the Technology Centers near the Technological Universities of Compiègne and Troyes. - In some cases, synergy may be forged with other topics addressed by the Technology Center, fostering projects on the markets of the special tools required for the other topics, such as software for the environment at Aix-en-Provence, telecommunications at Sophia-Antipolis, Rennes or Grenoble, built-in systems in Brest and Rennes, and so on. The French network of Technology Centers (FTEI -France Technopole Entreprise et Innovation) continually monitors the advance of Technology Centers in the French regions that are the most numerous and attractive in international directories.
